



Randy Locklair
President & CEO
Randy is President, CEO, and one of the original founders of Starwood. He graduated from Clemson University with a B.S. in Ornamental Horticulture and a Minor in Visual Studies (Architecture). Randy has an extensive background in Landscape and Irrigation design and installation. He is a Certified Nurseryman, Certified Pesticide Applicator, and a Toro Certified Irrigation Contractor and a Charter member of the S.C. Horticulture Society.
Scott Mahon
Vice President
After many years in restaurant business in Atlantic City and New York, Scott achieved his dream of managing a restaurant on the East end of Long Island. However, it was his love of horticulture that finally led him to earn certification in Cornell University’s cooperative extension’s Master Gardener program. Scott then went on to spend many years in the golf course industry, leading to his position at the TPC Myrtle Beach Golf Course as a Horticulturist.
Scott joined the Starwood team in 2001 as an estimator and is now Vice President of Operations. He is a Certified Nurseryman and holds certificates in Landscape Design and Landscape Management. With over 18 years experience in the Horticulture field, Scott leads a dedicated team of Horticulturist, Arborist and Garden Specialists.
Conley B. Stephens
Senior Manager
Conley joined Starwood in 1999 as a Certified Pesticide Applicator after spending over 14 years in the Golf Course and Landscape industry. He graduated from the University of S.C. with a B.S. in Science and Business, and later attended Horry-Georgetown Tech. where he obtained an Associates degree in Agriculture and Turf Technology. Conley is a Certified Ornamental Landscape Professional and a S.C. Certified Pesticide Applicator.
Jennifer Powers
Certified Pesticide Applicator
Jennifer joined the Starwood staff in 2007. She has an Associate Degree in Agriculture, specializing in Horticulture Technology from Horry-Georgetown Technical College. Jennifer brings five years of experience at the World Tour Golf Course, two of those as the Head Horticulturist. She currently manages the chemical program at Starwood and is a valuable leader in our Horticulture Services Department.
